This governing body operates via active de facto civic governance, executing community administration, maintaining order, and deploying active task forces across cities and national clans.
Administrative authority is anchored upon a continuous, documented pre-colonial civic framework that completely predates all modern 20th-century religious organizations, private associations, and street ministries. Pursuant to established customary law, the continuous ground enforcement of civic policy and the preservation of national peace serve as the definitive, civic proof of the tribe of Juda’s governmental existence, structural presence, and operational standing.
II. LINGUISTIC FINDINGS AND INCORPORATION OF RECORDED EVIDENCE
The Holy Kingdom of Juda formally incorporates into the public record the expert findings of the February 15, 2025 Forensic Linguistics Report compiled by Dr. Alan M. Perlman, PhD. This specialized academic and forensic analysis establishes an objective, empirical baseline regarding the misidentification and reputational injury of the tribal population:
Inaccuracy of Imposed Classifications: The forensic record demonstrates that the application of the terms "black," "negro," or "African American" to the tribal lineage is linguistically and historically inaccurate. These designations represent external, colonial nomenclature imposed by historical human traffickers and possess no validity within the native framework.
Establishment of Common-Language Defamation: The report determines that the continued enforcement of these inaccurate social labels against an explicit, recorded "Letter of Notice of Identity" constitutes defamation under common communication standards. The unauthorized imposition of these terms perpetuates contempt, ridicule, and scorn, directly damaging the civic reputation and public standing of the Holy Kingdom of Juda.

Prepared for: The Holy Kingdom of Juda Tribal Council of Chiefs
I am a forensic linguist based in New Hampshire. I have an AB (Brown University), an MA and a PhD (The University of Chicago). All three are in linguistics. For 40 years, I have assisted legal professionals and private citizens in the litigation and resolution of cases involving linguistic issues — specifically, copyright/trademark infringement, interpretation of documents, author identification, and plagiarism.
I have been asked to review the evidence submitted by The Holy Kingdom of Juda Tribal Council of Chiefs (documents accompanying this report), supplemented by my own research into the history of the Juda tribe in West Africa, I have formulated expert opinions as to the application of the terms black, negro and nigger applied to the Judaites by human traffickers who first encountered them and by the descendants of these early Europeans.
In a letter to the government entitled “Letter of Notice of Identity,” The Tribe of Juda denounced the above three words when used as descriptive of members of the Kingdom of Juda. Are they offensive or defamatory, and to what extent?
(1) Negro may be considered by some to be the least offensive to modem ears. It derives from the Latin niger, “black,” and is a Spanish word which means “black.” It may have served simply to differentiate Africans from Europeans.
The word itself does not necessarily convey hostility or contempt (in modem English it is obsolete in most contexts).
Judaites did not speak Latin, Portuguese or Spanish and would not have utilized negro to self-identify.
(2) Black as an adjective has many related and metaphorical meanings, usually with negative or disparaging connotations (see accompanying documents). The word is not offensive in itself. but would not be used by Judaites in West Africa, as well as their descendants, who do not consider themselves “black” and consider it untrue and defamatory to be referred to by this word as stated in the tribes “Letter of Notice of Identity.”

(3) The third term, nigger, is always taboo and always defamatory; each use of it embodies disparagement, contempt, racial stereotypes, or outright bigotry1
Conslusions. It is my expert opinion that the use of black, negro and nigger when describing a Judaite is not only highly offensive (and not used by Judaites to describe themselves) but in this case inaccurate.
Are black, negro and nigger also defamatory against The Holy Kingdom of Juda? Law.com defines “defamation” (in part) as follows:
“the act of making untrue statements about another which damages his/her reputation. If the defamatory statement is printed or broadcast over the media it is libel and, if only oral, it is slander.”
This may apply to black, negro and nigger when describing a Judaite. These words are imposed names, not statements, but their use or their use in statements may convey (or perpetuate) contempt, hatred, ridicule, obloquy or scorn in a respectable and conciderable part of the community thus would be considered a defamation of The Holy Kingdom Juda's reputation.

III. INDICTMENT OF GEOPOLITICAL IDENTITY FRAUD
A formal administrative audit of contemporary street camps and religious factions—specifically those tracing their origins to early 20th-century private organizations founded by Wentworth Arthur Matthew—reveals systemic identity fraud and misrepresentation:
Fabrication of Jurisdictional Records: The utilization of generalized "12 Tribes Charts" to classify the unique captured West African lineage under modern racial categories constitutes geopolitical fraud. These charts lack a verified chain of custody, historical documentation, or sovereign administrative standing. These unsanctioned charts were not commissioned nor authorized by the authority of the Royal House of Juda and are thereby fraudulent and defamatory.
Impersonation of Governmental Ranks: The deployment of structured titles such as "Captain," "General," "Chief," or "Elder" by private, unauthorized associations while engaging in hostile or aggressive public rhetoric is a fraudulent impersonation of true tribal governance.
Absence of Civic Foundation: Because these unsanctioned offshoot factions operate strictly as religious or private corporate entities under domestic law, they possess zero sovereign immunity, territorial authority, or legislative capacity. Their claims to tribal governance or flow of law have no sovereign governmental standing.
Fraudulent Collection of Funds: The solicitation, collection, and management of tithes, donations, fees, or revenues by unsanctioned corporate entities and camps utilizing the proprietary Judaic identity, ancestry, or tribal nomenclature constitutes financial fraud. Because there is only one unique Royal House of Juda politico captured into the historical transatlantic captivity, collecting funds under the guise of an unauthorized sovereign status or fraudulent tribal representation possesses no administrative legality. Any financial extraction executed under a falsified tribal identity violates the established policy of peace and true governmental identity maintained by the rightful authority.
IV. ENFORCEMENT AND REMEDIATION DIRECTIVES
To eliminate public confusion, correct the administrative record, and protect the reputation of the tribal nation, the following directives are hereby enacted by the Tribal Council of Chiefs for immediate implementation:
Operational Ground Service: Active ground task forces are fully instructed to utilize this Mandate, alongside the certified Perlman Forensic Report, as an official Notice of Identity. This packet shall be served directly to the leadership of any unauthorized faction found operating under the tribal name or misrepresenting tribal law in public spaces.
Establishment of Willful Intent: This public web disclosure serves as a formal legal notice to the public and all unsanctioned factions. The continued distribution of inaccurate charts or the vocal imposition of the terms "black" or "negro" onto the Tribe of Juda following the publication of this record establishes willful and malicious intent to commit civil defamation and identity theft.
Inter-Agency Notification: The administrative branches of this government will maintain active liaison protocols with municipal, state, and federal law enforcement agencies. This coordination ensures that external authorities are fully informed of the distinction between the disciplined, peaceful task forces of the active civic government and the unauthorized operations of modern street factions.
