OPENING STATEMENT

This meeting is convened for the discussion and possible adoption of the Multi-City Judaite Coordination Framework.

The Committee will consider the establishment of government-to-government communication with municipalities where Judaite populations are emerging and developing. The special agenda includes Multi-Law Enforcement Graffiti Deterrent Trace, Track, Act Coordination and a Diplomatic Public Safety Request.

PRESENTATION

A recorded presentation by Chief and Bishop Craig V. Lewis to the Michigan City Council is entered for informational purposes.

The presentation illustrates the emergence and development of Judaite populations in municipalities beyond Wichita and demonstrates the importance of establishing government-to-government communication, municipal outreach, and constructive relationships in support of the proposed Multi-City Judaite Coordination Framework.

MULTI-CITY JUDAITE COORDINATION FRAMEWORK

The Committee recognizes that Judaite populations are emerging and developing in municipalities beyond Wichita. As these communities grow, early communication with local government officials should be established to foster constructive relationships supporting cultural restoration, civic participation, public safety cooperation, and community development.

The Tribal Council of Chiefs finds it is necessary to establish a Multi-City Judaite Coordination Framework which supports government-to-government communication through official correspondence, meetings, presentations, and the exchange of information with municipalities where Judaite populations are emerging and developing.

SPECIAL AGENDA ITEM

MULTI-LAW ENFORCEMENT GRAFFITI DETERRENT TRACE, TRACK, ACT COORDINATION

On July 17, 2026, the Juda Tribal Council of Chiefs conducted a special session meeting with the City of Wichita Public Works. Law enforcement representatives were also in attendance.

During the meeting, law enforcement representatives requested additional time to coordinate with the Federal Bureau of Investigation, the United States Marshals Service, county law enforcement agencies, and other participating agencies to process and utilize graffiti-related data. The representatives further requested that the Juda Tribal Council of Chiefs provide an operational solution supporting this coordinated effort.

The Wichita Juda Restoration Committee recognizes and grants this request.

Accordingly, the Tribal Council shall proceed under the Multi-Law Enforcement Graffiti Deterrent Trace, Track, Act Coordination Framework.

Framework Definitions

Trace - Identify and locate graffiti incidents and related activity.

Track - Document, analyze, process, and correlate graffiti patterns and intelligence through coordinated multi-agency efforts.

Act - Participating law enforcement agencies, the City of Wichita Public Works, and the Juda Tribal Council of Chiefs shall execute their respective operational responsibilities. Law enforcement agencies shall conduct investigative and enforcement activities; the City of Wichita Public Works shall coordinate municipal support and documentation; and the Juda Graffiti Removal Task Force shall conduct graffiti remediation at locations cleared for restoration. Collectively, these coordinated actions are intended to achieve effective graffiti deterrence through enforcement, restoration, and continued intergovernmental cooperation.

Under this Framework, the Juda Graffiti Removal Task Force shall suspend all graffiti removal activities throughout the City of Wichita for a period of thirty (30) days, including graffiti located on public, private, and Tribal property. During this thirty-day period, participating law enforcement agencies may document, process, and utilize graffiti information as needed.

Documentation of graffiti conditions before and after remediation shall remain the responsibility of the coordinated efforts of participating law enforcement agencies and the City of Wichita Public Works. The Juda Tribal Council of Chiefs shall continue to document and track only its own remediation activities for internal operational records.

At the conclusion of the thirty-day documentation period, the Tribal Council's designated law enforcement liaison, currently Officer Stark, shall provide the Juda Graffiti Removal Task Force with a list of graffiti locations cleared for removal.

Upon receipt of the approved list of documented locations, the Juda Graffiti Removal Task Force shall conduct graffiti removal and property restoration activities in accordance with its operational schedule during the subsequent thirty (30) day restoration period. At the conclusion of the restoration period, the Task Force shall return the designated law enforcement liaison's original documented site list with all remediated locations clearly marked or checked off, identifying each site that has been restored during the reporting period.

The Committee hereby establishes this recurring Trace, Track, Act cycle as the operational policy of the Juda Tribal Council of Chiefs. The cycle consists of a thirty (30) day law enforcement documentation period, followed by a thirty (30) day Tribal restoration period, creating a continuous framework for coordinated documentation, remediation, verification, and community restoration.

PUBLIC WORKS COORDINATION REQUEST

The Committee acknowledges that, during the July 17, 2026 special session meeting, representatives of the City of Wichita Public Works requested that the Juda Graffiti Removal Task Force expand its restoration operations into Wichita City Council Districts 3 and 6.

The Committee determines that expansion should be preceded by government-to-government communication with the elected representatives of those districts.

Accordingly, the Committee authorizes outreach to the Wichita City Council members representing Districts 3 and 6 for the purpose of establishing coordination, introducing the Juda Graffiti Removal Task Force, discussing restoration priorities, and developing cooperative working relationships supporting future graffiti deterrence, neighborhood restoration, and community beautification.

SPECIAL AGENDA ITEM

DIPLOMATIC PUBLIC SAFETY REQUEST

The Juda Tribal Council of Chiefs has adopted a No Impedance Policy with respect to the lawful assembly of Tribal members and official Tribal gatherings. The Committee further recognizes that, on November 1, 2025, through the Wichita Juda Restoration Committee, the Holy Kingdom of Juda declared a national gathering in the City of Wichita during a civic breakfast, at which Chief E.S. Lewis delivered the declaration on behalf of the Tribe. The Committee also finds unlawful gang activity, including intimidation, violence, and criminal graffiti, constitutes an impediment to the Tribe's lawful assemblies and the conduct of its governmental, cultural, and community activities. Accordingly, the Committee determines that a Diplomatic Public Safety Request is necessary to seek appropriate lawful public safety assistance in support of the No Impedance Policy and the protection of lawful Tribal assemblies.
